I kinda get where they're coming from but there's no suggestion (let alone cost estimate) of pricing road use based on the criteria they suggest? How can a chagrge be based upon congestion as no-one can be sure whetzhwer a road is congested until they're in..........................congestion?

I agree about the 40 years of under-investment though - I've the suspension to prove it!!

See this is why I'm so against government run organisations, they don't innovate. They simply react to a problem with disproportionate and frankly stupid responses.
